I haven't heard of a certification for Android programming like the Oracle Certified Professional Java SE Programmer (OCPJP) WIKIPEDIA
In June, 2014 Google developer advocates (including the famous Reto Meier) finished a $149 on-line course on Android Fundamentals at Udacity for developers experienced in other languages. There is a APP: Udacity Android app to keep you learning on the go during the 8 weeks (at 6 hours/week) of the course.

Mark's continually updates his books on-line, so you can keep up with the intensely rapid changes in the industry, which makes a hugh difference.
WEBSITE: CommonsWare.com subscription is $45 a year for his on-line book, at 2670 pages as of June, 2014. This is an incredible bargain for the code samples to every conceivable core feature, including work-arounds to weirdness in the SDK.
Code for the book is at https://github.com/commonsguy. The BlankProject.zip there should be used instead of creating a new project within Eclipse, which adds extra stuff not needed.
During AnDevCon II conference San Francisco Nov. 11, 2012, Mark told me that he has thousands of lines of regression test code that he runs against his sample code library when each update of the Android SDK is released. Mark also scripted his website to make links to ebooks on EC2 in several formats so that people can get .pdf files, .mobi files for Amazon Kindle readers, and .epub files for public domain readers such as Moon Reader Pro for Android (which can take advantage of text-to-speach to read books to you). I think Mark is the "Benjamin Franklin" of Android.
The current book combines content that was in 4 separate books. Mark left up old code for them:
Mark conducts occassional chats and conducts live classes as well.
If all that isn't enough, consider that Mark is (by far) the
single most frequent responder to questions on
StackOverflow Android topics.
Mark had also authored ebooks from Apress which, despite the "Beginning Android" title,
assume understanding of Java concepts.
